Overview
Dover continually shows its commitment to youth through investing in programs that nurture their growth. Budding business leaders can hone their skills through help from the Dover Chamber of Commerce’s Education Committee; to ensure safety initiatives are being carried out throughout the city, the Seymour Osman Community Center works with the Housing Authority on crime reduction plans; and The Dropout Prevention Committee, which identifies at-risk students, takes steps to ensure that every student graduates by providing individualized plan of study to address that student’s specific learning needs.
Community Programs
- The Dover Youth to Youth program involves local students in building leadership skills and serving as role model students across the city.
- The Dover Chamber of Commerce’s Education Committee is a partnership between businesses and community educators who partner local businesses and schools to help sharpen students’ skills that are relevant to the business environment.
- The Seymour Osman Community Center (SOCC) works with the local Housing Authority (DHA) and Police Department, to carry out crime reduction and safety initiatives in the Dover Housing Authority neighborhood.
- The Dropout Prevention Committee works to ensure that every student graduates by implementing measures to identify at-risk students.
Youth Voices
I am currently part of The Quantum Program (at the Seymour Osman Community Center), which is a four-year youth development program for select high school teens, most of whom live in the Dover Housing Authority. Activities in this program include community service and help with social skills, mentoring and career development.

Through these opportunities, particularly Y2Y and my position as Student Representative to the School Board, I have learned how youth can become involved in the decision-making processes that make up a local government.
